The use of public art advisory services, such as for drafting art plans, has increased in recent years, and public art projects and the Percent for Art scheme have also become more common as a part of various types of construction and infrastructure projects.
The procurement of public art advisory services is comparable to that of any expert services, and the competitive tendering procedure must comply with public procurement legislation. The guidelines contain advice on how competitive tendering should be carried out, what can be required from tenderers, and how or on what basis references should be compared.
The guidelines were prepared by the Tampere-based public art consultancy agent Frei Zimmer. The guidelines have been developed in cooperation with public art experts, commissioners, partners of the Art in use project and experts in public procurement.
The guidelines were completed in September 2020 and will be updated as legislation, legal practices and regulations change.
